If I wear a military uniform with no rank, medals, or insignia, is it considered stolen valor

Technically, even you you had rank or insignia on, it is not stolen valor. Even if you have an award/medal on, it is not stolen valor unless there is the intention of obtaining money, property, or other tangible benefit by convincing another that he or she received the award.
